How do HOA fees work in Winter Garden and Horizon West?

Most newer communities here have a homeowners’ association that collects regular dues to run shared amenities and common areas, and to enforce the community’s rules. The amount is set by each association, and it can differ by section: a master association may cover the whole community while a sub-association covers a townhome or single-family section. Dues often cover things like pools, clubhouses and landscaping of common areas, and some include lawn care or internet. For example, M/I Homes lists basic lawn maintenance in three of its four Lake Star at Ovation dues tiers (as published by the builder, 2022), and Dream Finders Homes states that Hamlin Meadows includes 1G fiber internet through the HOA (Sep 2026).

Florida law requires that a buyer in a mandatory HOA community be given a disclosure summary before signing the sales contract. It covers membership, recorded covenants and the obligation to pay assessments, including the current amount where applicable (Florida Statutes, section 720.401).

What are HOA fees by community in 2026?

Lake Star at Ovation’s published dues run from $172 to $218 a month by home series, with $86 a month for lakefront lots without lawn maintenance, as published by the builder (2022); the sheet notes that assessments can change. Downtown, the Heritage at Plant Street association lists $185.68 a month, plus $150.35 a month for townhomes (HOA documents, 2026).

How do I find the current HOA dues on a specific address?

• Ask the listing agent or seller for the association’s current fee schedule and the Florida HOA disclosure summary.
• Identify every association: check whether the home pays a master association, a sub-association, or both.
• Before closing, the title company typically requests an estoppel certificate, which the association must issue within 10 business days of a request (Florida Statutes, section 720.30851). It shows amounts owed on the parcel.
• Ask what the dues include (lawn care, internet, amenities) and whether any special assessment is planned.
• Read the rules on rentals, parking, fences and exterior changes.

How is an HOA fee different from a CDD?

HOA dues go to the association and are billed by it. A CDD, or Community Development District, is a special district, and its assessment appears on the Orange County property tax bill as a non-ad valorem line. None of the 60 Horizon West parcels we checked, across 50 subdivisions including Summerlake, Waterleigh, Hamlin and Ovation, showed a CDD for tax year 2026. They carried only county assessments for garbage, stormwater and street lights, $279 to $798.40 a year (OCPA, tax year 2026).

CDDs do exist nearby: Stoneybrook West in Winter Garden carried about $693 a year in CDD assessments on the parcel we checked (see our Horizon West CDD fees guide). Always check the specific parcel, because results from parcels we checked are not a guarantee for every home.

What county assessments show up on Horizon West tax bills?

On the parcels we checked, the county non-ad valorem lines were garbage ($430 on 59 of 60 parcels), stormwater ($78 on 56 of 60) and street lights ($47.64 to $290.40 on 57 of 60) (OCPA, tax year 2026). Totals on the parcels we checked: Waterleigh $644, Summerlake $657.28, Hamlin/Town Center $279 to $745.30, and Ovation $592 to $778.
