We found no CDD charge on any of the 60 Horizon West parcels we checked across 50 subdivisions, including Summerlake, Waterleigh, Hamlin and Ovation (OCPA, tax year 2026). Those homes carried only county assessments of $279 to $798 a year. Always check the specific parcel.

Where we found a CDD

Every Horizon West parcel we checked came back with no CDD. The only CDD in our sample was Stoneybrook West, a Winter Garden community outside Horizon West.

Do Horizon West homes have CDD fees?

In our check, no. We looked up 60 Horizon West parcels across 50 subdivisions in all five of the county’s villages and the Town Center, and none showed a Community Development District (CDD) assessment on Orange County Property Appraiser records for tax year 2026. That includes Summerlake, Waterleigh, the Hamlin neighborhoods, the Ovation neighborhoods, Signature Lakes and newer sections built in 2024 and 2025 (OCPA, tax year 2026).

The state’s inventory of special districts points the same way. Its Orange County list has no CDD named for a Horizon West community (Florida Division of Retirement, Inventory of Special Districts, Sep 2026). The closest one we found is the Grove Resort CDD, a resort district of about 105.69 acres around 14501 Grove Resort Avenue, which sits just outside the county’s Horizon West boundary (Grove Resort CDD and Orange County maps, Sep 2026). CDDs do exist nearby, though. Stoneybrook West in Winter Garden is one, so check every home rather than assuming.

What shows up on a Horizon West tax bill instead?

The Horizon West parcels we checked carried county non-ad valorem assessments only, $279 to $798 a year in total (OCPA, tax year 2026). The lines were:

  • Garbage: $430 a year on 59 of 60 parcels.
  • Stormwater: $78 a year on 56 of 60 parcels.
  • Street lights: $47.64 to $290.40 a year on 57 of 60 parcels, depending on the subdivision.

These charges sit on the same bill as your property taxes but are not based on the home’s value. Property taxes are calculated separately from the parcel’s taxable value and millage rate, so ask us for a tax estimate on any home you like.

How do I look up the CDD and assessments on a specific home?

The parcel record is the final word, so check each address you’re serious about.

  1. Search the address on the Orange County Property Appraiser site and open the parcel record.
  2. Find the Non-Ad Valorem Assessments section for the current tax year. County lines read “County Special Assessment” (street lights, stormwater) or “Orange County Special Assessment” (garbage). A CDD line names the district, for example “Stoneybrook W CDD”.
  3. Cross-check the bill on the Orange County Tax Collector site. Non-ad valorem assessments are listed on the bill separately from property taxes.
  4. If a CDD appears, open the district’s website for its adopted budget, its assessment schedule and how many years remain on its bonds.
  5. For a brand-new home, ask the builder for its HOA and CDD disclosures in writing, because a new lot may not show final figures on the county roll yet.

How is a CDD different from HOA dues?

A CDD is a local unit of special-purpose government created under Chapter 190 of the Florida Statutes (section 190.003). By law, its taxes and assessments pay the construction, operation and maintenance costs of certain public facilities and services, are set each year by the district’s board, and are in addition to county taxes (section 190.048). In our Stoneybrook West sample, the CDD lines appear with the county’s non-ad valorem assessments on the parcel record. HOA dues are paid to a private homeowners association under its own documents.

Florida law also requires that each contract for the initial sale of a home in a CDD include a bold disclosure naming the district, placed just above the buyer’s signature (Florida Statutes, section 190.048). If you see that paragraph in a builder contract, the lot is in a CDD. Horizon West HOA dues vary by village and builder, so ask us for the current fee schedule on any home you like.

What about new construction and communities outside Horizon West?

New construction is where to be most careful, because recently platted lots may not show a full year of assessments on the county roll. Ask the builder for written HOA dues, any CDD disclosure and the date the first tax bill will reflect the finished home. Our Winter Garden new construction guide for 2026 covers builder contracts in more detail.

Outside Horizon West, CDDs are easier to find. Our Stoneybrook West sample parcel in Winter Garden carried $693.47 a year in Stoneybrook West CDD assessments for tax year 2026, plus a separate $81.63 City of Winter Garden assessment (OCPA, tax year 2026). The state inventory also lists the Winter Garden Village at Fowler Groves CDD in the city of Winter Garden (Florida Division of Retirement, Sep 2026).

Frequently asked questions

Are there CDD fees in Horizon West?

Not in our check. None of the 60 Horizon West parcels we looked up across 50 subdivisions showed a CDD on Orange County Property Appraiser records for tax year 2026, and the state inventory of special districts lists no CDD named for a Horizon West community. CDDs exist nearby, including Stoneybrook West in Winter Garden, so check each parcel before you write an offer.

How do I find out if a house has a CDD?

Search the address on the Orange County Property Appraiser site, open the parcel record, and read the Non-Ad Valorem Assessments section for the current tax year. A CDD line names the district. Cross-check the bill on the Orange County Tax Collector site. For a new build, ask the builder for written HOA and CDD disclosures.

What non-ad valorem charges do Horizon West homes pay?

The 60 Horizon West parcels we checked paid county assessments only, $279 to $798 a year in total (OCPA, tax year 2026). Garbage was $430 on 59 parcels, stormwater was $78 on 56, and street lights ran $47.64 to $290.40 on 57, depending on the subdivision. Property taxes based on the home’s value are separate.

What is the difference between a CDD and an HOA?

A CDD is a local unit of special-purpose government under Chapter 190 of the Florida Statutes. Its board sets taxes and assessments each year for certain public facilities and services, in addition to county taxes, and they show on the parcel’s tax record. HOA dues go to a private homeowners association under its own documents.

Does a builder have to tell me about a CDD?

Yes. Florida Statutes section 190.048 requires each contract for the initial sale of a home in a CDD to include a bold disclosure naming the district, placed just above the buyer’s signature. If a builder contract has that paragraph, the lot is in a CDD. Ask for the district’s current budget and assessment schedule before you sign.

Which communities near Horizon West have a CDD?

Our Stoneybrook West sample parcel in Winter Garden paid $693.47 in Stoneybrook West CDD assessments for tax year 2026 (OCPA).
