Why do Horizon West homes have Winter Garden or Windermere addresses?

Mailing ZIP codes do not follow city limits. Every one of the 23,914 Horizon West homes in our count carries either a Winter Garden 34787 ZIP (16,405 homes) or a Windermere 34786 ZIP (7,509 homes) on its Property Appraiser record. The mailing city tells the post office where to deliver; it does not tell you which government taxes the home, sets its zoning or answers a 911 call.

That matters when you read listings and market reports. A “Winter Garden” or “Windermere” listing in Horizon West is almost always in unincorporated Orange County, so city figures and ZIP figures describe different areas. Our Horizon West neighborhoods guide maps the villages.

Which property tax rate applies in Horizon West?

Most homes pay the unincorporated Orange County rate. On the Orange County Property Appraiser's 2025 final millage table, mill code 35, which covers 20,910 of the 23,914 Horizon West homes, carried 16.1366 total mills, or about $1,614 per $100,000 of taxable value. Two other unincorporated codes apply to smaller groups: mill code 75 at 16.3894 mills (1,774 homes) and mill code 65 at 16.0858 mills (889 homes). The 341 homes inside Winter Garden city limits pay 16.2943 mills.

These rates leave out flat assessments such as garbage, stormwater, street lights and any CDD. Check the mill code and the non-ad valorem lines on the parcel's Property Appraiser record. Our Winter Garden property taxes guide explains homestead, Save Our Homes and portability.

In the unincorporated part, Orange County government does. Zoning and development questions go to the Orange County Planning Division (407-836-5600). Do Horizon West homes pay CDD or HOA fees?

Most pay an HOA, and the CDD question is parcel by parcel. In a sample of 60 Horizon West parcels across the villages, none showed a CDD line in the 2026 non-ad valorem assessments on the Orange County Property Appraiser record (checked Sep 28, 2026). The common county lines were a $430 garbage charge (59 of 60), a $78 stormwater charge (56 of 60) and street-light charges from $47.64 to $290.40 (57 of 60).

A sample is not a guarantee, so check the exact parcel. HOA dues vary by community; see our HOA fees guide and Horizon West CDD fees guide.
