Green Garden Village is moving closer to becoming a reality in Osceola County.

Panacea Global Energy has received final site plan approval for its planned $500 million clean energy campus at the Poinciana SunRail site and says it expects to break ground in about eight weeks. According to CEO John Darling, the company is finishing its building permit plans now and aims to submit them by the end of the month.

That makes this one of the biggest updates yet for a project that has been in the works since 2023.

What’s Planned for Phase 1

The first phase has been revised to focus more on manufacturing and job creation. The updated plan includes:

  • • two factories
  • • a data center
  • • a six-story office building
  • • a welcome center

Panacea says phase 1 will create more than 500 jobs, out of the 1,200 total jobs projected for the full Green Garden Village campus.

One factory will produce solar-assisted heat pump water heaters and also house Panacea’s EV battery recycling operation. The second factory will be the future U.S. home of LumiVolt, a company that makes commercial-grade windows that also function as solar panels. That facility alone is expected to create 200 to 250 jobs.

The land once planned for a soccer stadium will now be used for that second factory, showing a clear shift toward employment and production space.

Office, Housing, and Amenities

The project is not just industrial. It is being designed as a mixed-use campus.

The office building will serve as the U.S. headquarters for CMG CleanTech and will be connected to a two-story welcome center with a product showroom and employee training space. Other planned tenants include Unity Group and The Genius Group, which is expected to build out a U.S. sales and marketing team there.

Green Garden Village will also include a mixed-use residential building with about 42,000 square feet of retail and commercial space on the ground floor and 80 apartments above. Those apartments are planned specifically for employees working at the campus.

Other amenities in the plan include a restaurant, walking trails, padel courts, golf simulators, and extensive landscaping.

This is a major step forward for a project that has had a long path to get here.

Panacea first worked with Osceola County on a different site near Valencia College’s Poinciana campus, but that plan faced strong opposition from nearby residents. The company later shifted its focus to the 63-acre Poinciana SunRail property, where county commissioners began negotiations in early 2024.

Now, with final site plan approval in place, Green Garden Village appears to be moving beyond the proposal stage and into real pre-construction progress.
