Panacea Global Energy has received final site plan approval for its planned $500 million clean energy campus at the Poinciana SunRail site and says it expects to break ground in about eight weeks. According to CEO John Darling, the company is finishing its building permit plans now and aims to submit them by the end of the month.
That makes this one of the biggest updates yet for a project that has been in the works since 2023.

The project is located at the northwest corner of SR 453 and SR 429, just north of Crossroads at Kelly Park, one of the fastest-growing parts of Apopka. Apopka’s planning commission recently approved the project’s major development plan after Pulte and its engineering team revised the layout to create more open space and preserve more of the site.
What changed in the new plan?
Pulte’s original concept called for 197 detached homes on three different lot sizes, including some larger 100-by-225-foot lots. After feedback during the development review process, the builder came back with a revised design that keeps the same home count but removes the larger lots.
The updated plan now calls for 197 single-family homes on clustered lots with a minimum size of 75 by 130 feet, or about 9,759 square feet. That change helped create a layout with more open space while still keeping the same number of homes.
Why the redesign mattered
The biggest difference in the new version is how the land is laid out. City staff said the revised design preserves more green space, reduces tree removal, and creates better separation between the homes and Ondich Road.
That appears to be one of the main reasons the project received support from the planning commission. During the meeting, one commissioner said the open space was a major improvement and praised the way the homes were placed farther back from the road.
How much open space is included?
A major part of the project is the amount of land being left open. Plans show that about 62% of the site is being set aside as open space. That includes around 79 acres of tree preservation, 16.5 acres of landscape buffers, 18 acres of stormwater ponds, and 6.6 acres of passive open space.
The project also includes a 2.35-acre amenity area, which is expected to be built during the first phase. That amount of preserved and undeveloped land makes this layout stand out compared with more traditional subdivisions.
What amenities are planned?
The development agreement requires several amenities for the community. Those include a resort-style swimming pool, a pool cabana with restrooms, and a multipurpose trail system.
Even though Ondich North is a single-family neighborhood, those features give it more of a planned community feel and help make the project more attractive in a competitive new construction market.
Where exactly is Ondich North?
Ondich North is planned on the north side of Ondich Road in Apopka, near the intersection of SR 453 and SR 429. The location places it close to several major growth projects already underway in the area.
It sits near Crossroads at Kelly Park, the proposed Ondich South project, and the large Wyld Oaks development. Because of that, Ondich North is part of a much bigger wave of development happening in northwest Apopka.
The project site is made up of six parcels that were recently annexed into the city. The ownership is split among several property owners.
Fort Lauderdale investor Austin Forman owns two of the parcels, including about 106.5 acres inherited from his father. PM S-1 REO LLC, which is affiliated with Morrison Grove Capital Advisors, owns two more parcels totaling 71 acres. Local property owner Charles P. Stallings owns about 20 acres spread across two parcels.
What else is being built nearby?
This subdivision is not happening in isolation. It is part of a much larger growth pattern in the Kelly Park area.
Nearby, Crossroads at Kelly Park is expected to include 630 multifamily units, 670 single-family homes, and a 4.9-acre commercial outparcel. Across the street, Ondich South has been proposed with 326 lots that would include townhomes and single-family homes.
Just south of this area, Wyld Oaks is planned as a much larger master-planned community with around 6,000 residential units, along with hotels, parks, industrial space, restaurants, retail, and medical office uses. All of that shows how quickly this part of Apopka is changing.
