Orlando Lutheran Towers, one of the city’s long-standing senior living communities, is planning an $83 million expansion that brings more than just additional apartments. Picture a 15-story tower with luxury senior living, a rooftop pool, expanded parking, office space, and even a new restaurant—all nestled in the heart of downtown Orlando.

What’s Being Built: A Vertical Village for Active Seniors
The centerpiece of this expansion is a 15-story mixed-use tower that will rise on the site of the current Commons building at 300 E. Church Street. The new tower will include:
• 128 senior apartments (24 one-bedrooms and 104 two-bedrooms)
•6,463 sq. ft. of office space
• A 5,917 sq. ft. restaurant on the ground floor
• 122 new parking spaces
•A rooftop swimming pool and amenity deck for residents
Once complete, the total number of independent living units in the Orlando Lutheran Towers community will grow to 311.
Design-build firm Finfrock is leading the construction, with architectural plans by Rhodes+Brito Architects and Murray Design Group. The tower’s original design called for 21 stories, but has since been scaled back to 15, with an enhanced focus on amenities instead.
What’s Changing: Goodbye to Skilled Nursing
The current Commons building, which houses skilled nursing, memory care, and rehabilitation services, will be demolished to make room for the new tower.
According to the submitted master plan, those care services will not be relocated elsewhere on the campus. While the Orlando Senior Health Network (OSHN), which operates the facility, hasn’t made an official statement, all signs point to a strategic pivot away from skilled nursing toward more lifestyle-focused, independent living.
A Modern Makeover for the Existing Towers
In addition to building the new tower, OSHN is giving its existing structures a serious upgrade—starting with the 17-story Fountains tower, known for its penthouse chapel overlooking Lake Eola.
Planned improvements include:
• A grand new main entrance with extended terraces and canopies
• Completely updated landscaping
• A new white and gray exterior color scheme with sleek modern accents
• New aluminum decorative screens in light blue (replacing the dated brown ones)
• Nearly all windows will be replaced and upgraded to meet Florida’s latest building codes
These upgrades will also carry over into the design of the new tower, creating a unified, contemporary look across the entire campus.
When Will Construction Start?
The project is still working through the city approval process:
• Appearance Review Board (ARB) courtesy review is scheduled for September 18, 2025
• The Municipal Planning Board will review the master plan on October 21, 2025
Construction is expected to begin in December 2027 and wrap up in 2030.
